Foley Jr., a longtime New Albany engineer, who was loved by many, died at North Mississippi Medical Center on October 26, 2014. He was 80 years old.
He was born on December 10, 1933, in New Albany to Hubert L. Foley Sr. and Sarah Lucy Longest Foley. He grew up in New Albany, graduating from New Albany High School in 1952. He continued his education at Northeast Mississippi Junior College. He received his bachelor of science in Civil Engineering from the University of Mississippi in 1959. He completed academic requirements for a master's degree in Civil Engineering in 1962.
After working for MDOT, Hubert Lynn opened his business Hubert L. Foley Jr. & Associates, P.A., which he operated from 1964 to 2005. At this time, the business merged with Precision Engineering Corporation of Oxford, maintaining offices in New Albany and Oxford. During this time, Hubert Lynn has served as Union County engineer, a position he has held for 52 years and until recently engineer for the City of New Albany. Hubert Lynn was the longest serving county engineer in the State of Mississippi.
Hubert Lynn's professional affiliations included the Mississippi Engineering Society, the Mississippi Association of County Engineers, the National Association of County Engineers, the National Society of Professional Engineers, and the American Society of Civil Engineers. His professional achievements include receiving the Engineer of the Year award for 1997 presented by the Northeast Chapter of the Mississippi Engineering Society and the Engineer of the Year Award for 1999 presented by the Mississippi Engineering Society. He has served on the National Peer Review Committee for the American Society of Civil Engineers. Hubert Lynn has worked diligently to promote engineering education by giving presentations to high school students in the northeast area of the state. He also served as a guest lecturer in transportation at the Ole Miss School of Engineering, where he belonged to the alumni association. Another duty Hubert Lynn performed was as an engineering arbitrator in many cases involving engineering skills.
Along with his professional interests, Hubert Lynn was actively involved with his family in cattle and timber farming. His family was one of the first in the region to promote Red Angus cattle. He was a past president of the Mississippi Red Angus Association. He also served as president of the Southeastern Red Angus Association covering seven states.
Over the years he developed a keen interest in the history of the area and was involved with the Union County Historical Society. Hubert Lynn had a great knowledge of the old tools, surveying instruments, farm equipment and collectables. His love of history is partially because his family, maternal and paternal, served during the Civil War. Hubert Lynn served his country as a member of the National Guard from 1952 to 1962.
